John was on the board of the Citizens League when the charter school concept was created. He then helped write the first law. With funding support from the New American Schools Development Corporation, he and Wayne Jennings as co-leaders worked over 5 years to prove that charter schools were a viable public school education reform strategy. Since the Minnesota law was adopted in 1991, John has worked with over 125 MN charter schools, assisted other states in creating charter school laws, provided presentations in many states on the nuts and bolts of starting a charter school and worked on facility tax exempt bond, other financing and leases involving well over $300MM support for charter schools. He provides counsel to charters on general non-profit corporation issues, IRS tax-exempt status issues, employment law, governance and all aspects of charter school operations.
